Local governments are leading in energy efficiency, achieving utility savings and enhancing building management. SPEER’s Local Governments Program supports these efforts by fostering collaboration, sharing best practices, and providing education and technical assistance to help governments manage their utility data and reporting. For those interested in connecting with Texas local governments or universities, SPEER offers two engagement pathways:

  • The Community Efficiency Leadership Coalition (CELC), a collaborative network of Texas cities, school districts, and public entities advancing energy management best practices. Apply here.

Community Efficiency Leadership Coalition (CELC)

CELC, part of SPEER’S Local Government Program, is a collaborative network of Texas cities, school districts, and other public entities engaged in partnership and resource exchange to expand the adoption of energy management best practices in the public sector.
