City Efficiency Toolkit

Reducing energy and water consumption and saving money is an excellent goal for any publicly funded entity. But sometimes knowing where to start and what resources are available to help develop an efficiency program can be a challenge.

The City Efficiency Toolkit is a resource for local governments, school districts, and other public entities interested in establishing or building their energy efficiency programs and initiatives. The guidelines, best practices, and resources below were consolidated from SPEER’s work with the City Efficiency Leadership Council, a peer-to-peer network of cities and local governments sharing resources to reduce energy consumption and enhance municipal operations.

The City Efficiency Toolkit was created with the support of the State Energy Conservation Office (SECO), the Houston Advanced Research Center (HARC), the National Renewable Energy Laboratory (NREL), and SPEER.
