City Efficiency Leadership Council
The City Efficiency Leadership Council (CELC) is a collaborative network of Texas cities, school districts, and other public entities engaged in partnership and resource exchange in an effort to expand adoption of energy management best practices in the public sector. The City Efficiency Leadership Council supports cities of all sizes and school district energy management best practices with the following resources:

Regional Roundtable Luncheons
SPEER hosts regional roundtable luncheons in North Central Texas, Houston-Galveston, and Central Texas regions. The roundtables offer a forum to dialogue on energy management initiatives, network, and learn about new ideas and topics in efficiency.
The original City Efficiency Leadership Council – Texas’ largest cities – continue to collaborate throughout the year to expand urban efficiency best practices.
Monthly Webinars
The CELC webinars are a great opportunity to engage with CELC between roundtables. Topics range from energy management fundamentals like Benchmarking, to emerging topics including Resilience Planning for Critical Infrastructure with Combined Heat and Power, and Energy & Equity.

City Efficiency Toolkit
The City Efficiency Toolkit is a how-to and resource guide for establishing or building energy efficiency programs and initiatives. SPEER worked with CELC member cities to consolidate relevant resources in ten toolkit modules. We will continue to grow the toolkit as resources and module topics emerge from the network.
Local Government Energy Reporting Assistance
CELC offers assistance with state mandated local government energy efficiency and reporting requirements. We offer one-on-one support to clarify goal setting and reporting requirements, answer questions, and connect you to resources in other cities or state agencies. We also offer assistance with utility data organization, benchmarking, and portfolio energy management tools such as ENERGY STAR Portfolio Manager.
